Not sure of any other Council’s that may have solar farms being built in their areas so Parkes may well be the first one in NSW.
I think you would need to treat solar farms in a similar manner to the way that wind farms are categorized and rated.
There is a previous post under the Categorisation subject regarding the rating of wind farms so that may be able to assist you in determining the best way forward with this issue.
