Dual Occupancy

      If a ratepayer builds a Dual Occupancy(Grannyflat) on one parcel of land that is not subdivided even though it has separate acces is this Rateable as one or two lots.
      information received from Valuer of Generals gives under section 26 of the land valuation act of four criteria that implies that this could be valued seperately but futher information suggest that if the land is not subdivided and dual occupancy is allowed that this overrides the four criteria and the block should be valued and rated as one parcel. VG did already provide separate value howver Ratepayer is objecting. Can anyone share any input if council should rate separataly or as one.
      There is a separte driveway, street access, house is rented and fences separating the properties.
