GVAL due to introduction of ESPL

Hi Everyone
For all those Councils that were not scheduled to receive a GVAL this year you should have received the following from the Valuer General:
Emergency Services Property Levy and 2016 land values
The New South Wales Government recently issued information packages to councils regarding the introduction of the Emergency Services Property Levy (ESPL).
The proposed ESPL will commence from 1 July 2017. As you know, the ESPL will be collected by all councils alongside rates.
Adoption of a common valuing year for ESPL and rates
The implementation of the ESPL requires councils to move to the common three year valuation cycle, commencing with 1 July 2016 land values. The same land value will be used for both the calculation of rates and ESPL across NSW. For further information on the use of 1 July 2016 land values, please refer to the Manual of Operating Procedures for Local Government included in the information package.The 2016 land values have been completed and are available for issue to councils. In preparation for ESPL implementation, I encourage you to request the issue of 2016 land values for your council’s area. The early receipt of 2016 land values will provide you with as much time as possible for rates modelling and to prepare for the issuing of rates and the levy based on new valuations.
Notices of Valuation will be issued to landholders in council areas on the previously published
revaluation schedule from mid-January 2016. Following the issue of these Notices,
landholders in council areas that have taken up this offer will be issued with a Notice of Valuation.If you would like to take up this offer for the early issue of 2016 land values please nominate a
preferred timeframe for delivery of the valuation list by contacting Tara Vergara-Lopes, Office
of the Valuer General by COB Thursday, 15 December 2016 on 02 8258 7576 or at tara.vergara-lopes@ovg.nsw.gov.au. Valuation Services, part of Property NSW, manage the valuation system on my behalf. Valuation Services will endeavour to meet council delivery preferences subject to operational

Does anyone know if the media campaign will:
1. Advise those landholders, that were not due for a revaluation, that they will be receiving Notices of Valuation early in the New Year for ESPL purposes? and
2. In our case where we have accepted the offer of early valuations, will the landholders be notified before the Notices of Valuation are issued?I have also asked this of ESPL Info.

PeteDecember 18, 2016 at 8:43 am #19424Here is the response that I received from NSW Treasury – That the date of their actual media campaign launch has not been confirmed yet. The Notices of Valuation will have with them a newsletter and factsheet, both of which, will explain that these values will be used for the ESPL and for rating from 1 July 2017.

We have but I believe we are in the minority. Our land owners have received their Valuation Notice with the VG Newsletter that mentions the ESPL but to date we haven’t had any customers contact us about it.

Campbelltown is not due for new valuations until 1/7/2018, in accordance with Valuation Services I requested new values just before Christmas. Yesterday I received the base date 1/7/2016 values and once all supplementary lists have been completed will load these.
In regards to Pater’s post there is a working group meeting tomorrow and the points made can be raised for discussion.
I think the main sticking point on many levels is that the legislation has not yet been passed, limiting what Treasury is prepared to discuss publicly. It is important that these matters are identified early and so can be discussed or included in future releases of information.
