IPART Final Report – Review of Local Government Rating

      The Final Report by IPART for the Review of Local Government Rating may be about to be released.

      Penrith City Council recently made representations to the NSW Premier and the Local Government Minister through our Local MP’s and we received a response for the Local Government Minister, the Hon Shelley Hancock MP which stated:

      “The recommendations from the IPART Review of Local Government Rating are being
      considered, and the Government is looking to release the Final Report shortly”.

            Hi,
            I’m interested in everyone’s thoughts on how we would apply point 3 recommendation?
            “The LGA Act 1993 (NSW) should be amended to facilitate a gradual transition of rates to a CIV method. – The amount of rates that any ratepayer is liable to pay to the council should increase by no more than 10 percentage points above the rate peg (as adjusted for SV) each year as a result of a council adopting a CIV method for setting rates.”

              Hi Brigitte,

              Do you mean how might you practically implement on the system? You would have to look into your software capabilities for this one. The City of Sydney operates under both the local Government Act and the City of Sydney Act. The latter allows us to cap rate increases on individual assessments, so we have some experience at this but we haven’t needed to use these powers for a few years now.

              Some rating software systems have a rates capping option of some sort. I would recommend approaching your supplier for their advice.
