Residential to business dispute

      Hi Everyone,

      We have a ratepayer who just happens to be a retired Solicitor dispute his rating category after he subdivided and amalgamated his property. He operates a boutique accommodation business which consists of 14 lakeside Units and 6 guests suites. Unfortunately we made an error years ago and have only ever rated him residential including residential charges (lucky guy!)
      Once we identified what had happened we updated the category and charges and sent him a letter advising this once everything was processed through the supp val process.

      He has written in and has advised in determining the applicable rating category we need to take into account the amalgamated lots which in essence leaves the land in the same rating category as previous due to the fact that the predominant zoning and hectare of the amalgamated land is E3 & E4 which is not a business category.

      I am needing help in structuring a clever response? any advice welcome.
