Can the DWMS charge required under s.496 in respect of vacant land within a collection area be replaced with a waste management charge under s.501? Thanks.

Section 501 specifically excludes domestic waste charges.
If the properties are of a residential nature, I would not think that you could raise a vacant land charge under section 501.
