On Wednesday there was a circular from OLG in relation to the Special Schedule 2 work papers.
If you have downloaded these work papers prior to 12 noon today you will need to download a new copy as some amendments have since occurred within the work papers. http://www.olg.nsw.gov.au/strengthening-local-government/supporting-and-advising-councils/directory-of-policy-advice/rating-and-special-variations.
