Just want to have some clarification on the transfer of leases and payment of arrears. Council is trustees of land which they lease out for horses etc. Now technically this is not a transfer of sale so can the arrears rates be transferred over to the new lessee or do we have to still chase arrears with the previous lessee. I hope this makes sense, as it Friday afternoon and it has been a long couple of days!!
