I am not providing this information based on any OLG information, but more on how I interpret the situation…
If eligibility was granted on 1 July 2015 (ie. the date of grant on the card is 1 July 2015), I would argue that they have met eligibility from (and including) the 1st July and therefore they are eligible for the whole of the period (and so would grant the rebate for the 4 quarters). The same logic would apply for all other periods: that a date of grant shows the date on which eligibility became effective and, conversely, seeing as though there has not been a day of the quarter that they were not eligible, I would grant it.
If, however, eligibility started on 02/07/15, they were not eligible on 01/07/15 and therefore they do not meet eligibility for the whole of the quarter and therefore it would start the next period.
Would love to hear how others interpret this, but that’s my take on it.

Being a smaller Council we don’t have the options for sundry debtors to pay by many of the methods that you do (the only option we have for sundry debtors is to send in cheque, pay at Council office or pay by EFT into bank account). Even though we would have a smaller number of sundry debtors, we are very reluctant to provide our bank account details (but we do, simply because of the limited number of other options). We are presently investigating what other options we can utilise (eg. BPay) so that we can eliminate the payments directly into our bank account so that we reduce the ‘manual handling’ and time processing (eg. trying to match payments where reference numbers are ambiguous, etc).
So coming from the other side, we think it might be a step backwards (especially with so many other options you provide) as we are trying to move away from EFT being an option.

I agree with Robert … Eligibility includes “Holders of a gold card embossed with ‘TPI’ (Totally Permanently Incapacitated)” … so if this is the card you are describing, yes he is eligible.

We have a range of situations where we are aware of discrepancies (exceptions that are reported as mismatches) with pension concession names and ratepayer names. For example, a surname “O’Donnell” in our rates system doesn’t match “ODonnell” on Centrelink’s system; a ratepayer with the name of (for example) Susan Therese Pardy but the Centrelink record is Therese Pardy because they go by their second name; or a spelling mismatch like “Faye” and “Fay”.
So do you have other records that are ‘known’ mismatches that you could note and record for future exception reports? (We keep track of these using notes or memos and when the exception report comes in we note next to it the reason that the PC is still to be granted based on the notes we have previously recorded).
Just trying to think of other ways around knowing that it will come up as an exception but where you know that it is in fact the same person…

I know that this is a delay in responding to your post, but we have just gone through the same thing (we have delivered two new green waste bins to people with ‘two’ waste services … and this has caused them to query why they have been charged for two all along). In our instance we were able to locate the bin register which documented the bins (exact serial numbers) that were originally supplied to the property and have used this as evidence that they did have the two services at one point in time (regardless of whether the bins are missing or no longer being used). If we did provide a credit, it would only go back one year, but so far have not had to do this.
