As you would be aware most states (other than NSW) over the last few years have introduced some form of ESL which is levied & collected as part of rates.
I know that it is different legislation but this is the sort of headline that we might see going forward if/when one is introduced in NSW.
To the best of my knowledge ALL properties in other states are liable for the ESL except State Government owned properties. In SA private schools etc do make a contribution to rates although not the full amount.
