We looked at this at Campbelltown a year or so ago due to significant contaminations mostly in our public housing estates.
It was in our fees and charges under significant pressure from our waste unit until we raised it with the elected council. The council agreed that once a recycling bin was placed in the public space it could be contaminated by any member of the public, therefore we would not be able to enforce a charge.
We include the costs incurred as part of our reasonable cost calculation and waste continue to monitor and write to people regarding their recycling practices.
I agree with Robert that there are no provisions to add to the annual rates and charges notice and may only be raised as a fee via sundry debtors.

The original program included a session at 2.30pm on Wednesday as the Audit Office. Unfortunately the Audit Office could not see any value in attending our conference and we have found a replacement in Revenue NSW.
Revenue NSW have also applied to be a sponsor and will therefore be available to answer any of your questions regarding the Debt Recovery Act over the three day conference period.

We have been offering Centrepay for Childcare fees for about 10 years now and for rates about 5 years.
The rates payments came about following a circular from the OLG recommending Centrepay as an option to help manage debt, we monitored those that signed up and found it to be purely transitional, that is people were paying just by another method. in the last twelve months we received around 480 payments, 260 Childcare, 188 Rates and 32 Debtors.
We don’t have an agreement for debtors but that doesn’t stop people paying onto their rates and/or Childcare account then requesting a transfer across. Most recently we have seen an increase in the error rate in customer payments supposedly set up for rates but applied to Childcare. Customers advise that they have tried to make changes however it is difficult to do so.
Operationally its easy to setup in Pathway and is just another import at the end of the day.

This was one of many items we discussed the practicality with the OLG yet it still made its way through.
It may be an option worth considering in having your Public Officer act as an independent mediator. External is just being a costly option and not add any value to the process.

I have not heard of this happening at other councils and would be quick to call Services NSW requiring them to desist immediately.
It is my understanding that NSW Government Agencies need to have an agreement in place to do business through Services NSW and unless your Council has entered into an agreement they have no place to act in the capacity outlined in your post.
If you wish I can escalate to the Office of Local Government and would be interested if other councils are also experiencing similar issues.

We accept over the phone for individuals, collect a lot of information including verifying previous mailing address and owners full name. The same questions are asked in our web form. If we have any doubt we call the ratepayer to validate on a number we already have.
For others (companies, real estate, POA etc) they must be in writing, not web form (although they try). With companies the person making the change must identify themselves as an authorized person and real estates we ask for a copy of the management agreement (but not mandatory), although they must include the owners names.
