We recently received similar correspondence and denied per Robert’s line of thinking.
As a FYI, they were persistent – a) would not accept my answer and my Director had to re-iterate it and b) then tried to get out of waste charges.

Hi Cherie, all are residential lots owned by Defence Housing, which we interpret as being leased for private purpose. There was one more lot pending cancellation owned by the State of NSW which was non housing and not ratable.
To give an idea of rough expense, we’ve just received a quote of $8.7k (inc GST) for 49 lots. Happy to provide more info if it’s of interest.
