Neil Charge from over at Camden did a presentation on farmland rating at one of the conferences. If you contact Neil I am sure he would be able to able to help you with the details.
I also noticed back under the old Revenue forum posts there were some councils using independent consultants for the determination of their farmland applications.

Hi Wendy

Came across this issue when I was up at Port Macquarie Hastings Council.

Know they used to charges Scouts and Guides for both water and sewer.
