We set up a link on our website that all the agents use (they are referred there if they don’t use it) that allows them to notify us of a change of address.
As part of this request the agents MUST send through a copy of the Managing Agents form that shows that they are acting on behalf of the owner. We will not change addresses unless we have that form.
Once they have completed this, the application comes to us through a One Council request. This is then actioned by the Rates Information & Services Team.
Any change of address that are not from a real estate agent, are in writing or over the phone. The written requests are processed by Customer Services and they are stored in Trim. If they are taken over the phone a Customer Action Request is raised in One Council and these are also processed by Customer Service.

We have had 2 audits in the last 2 years (one being on Tuesday) and we have “failed” both of them.
The first audit we had they identified that we didn’t have consent forms for half of the 20 accounts they wanted to see the forms for.
From this first audit we then pulled all of the old forms that were archived and bought them back to Council where the staff them scanned them into Trim if they were still eligible for a rebate.
From this process and our own internal audit processes we are now part way through checking our 15,000 plus pensioners to see if Council holds a pension concession application form in Trim and if not we are writing to them, together with a pension application form, and asking them to sign it and return it to Council.
We have had about 25 calls (so far) in relation to this, some of them not so nice, but we are still in the process of checking our pensioners.
From the audit this week we have failed again because we haven’t “retained and securely stored Customer Consent records for a minimum of 2 years” – these people were deceased – but we still have to keep the forms for 2 more years.
We too have been made aware that if department is not satisfied that we have taken the required actions by 9 March 2017, the department will consider further options in relation to our use of CCeS including potentially suspending access or withdrawing our approval to use CCeS.

We have a few vineyards up in the Highlands and they are farmland rates – if they have applied.
If you are unsure – send Peter Cowmand out to inspect them.

Wingecarribee currently offers: Bpay, Credit Card, Aust Post, at the Council or via a cheque payment to Council.
We try not to allow payments to be directly deposited into Council’s account as it is a nightmare for bank rec.
If they do pay via direct deposit they must put their invoice number as the reference – if they put their name it gets confusing with company/personal names.
If they have all these other payment methods – that should be enough for them.

We have quite a few horse studs, agistments etc and once the application comes through I refer them straight to Council’s independent farmland inspector – Peter Cowman.
He will go out and inspect the property and give Council a clear decision – this way we have done it fairly.

This time every year we send letters out to all the new owners that have purchased a farmland property within the financial year. Most of the properties have paid the rates on settlement – as a farmland property.
We advise them that they need to complete the farmland application form and return it to Council to qualify for the farmland rate – we give them a cut off date and if they don’t return it by that date, we write to them again and give them an extension if they don’t then send the form back, we then change them to residential and then advise them in writing with an amended rates notice.
