      Hi Everyone
      Just curious to see if other Council’s are still having problems with their valuations. I (and other Council’s in the Panorama Group) have made a number of online enquiries but are not getting a response and our Valuations are still out.

          Council Rating And Revenue Raising Manual 20.2 Application for postponement:
          “The postponement concession does not cease when there is a change in ownership. In the event of a transfer in ownership, councils may wish to seek a fresh application from the new owner, prior to transferring the entitlement, to confirm that they wish to continue with the entitlement. ”

            My understanding is that houses may be sold and as long as the land is used as a single dwelling or rural land there is no alteration to the procedure. The mere selling of a house does not require payment of postponed rates owing. The death of the owner also does not alter the position.
            We are not on Tech One.

              HI Karen – Andrew added a post 17/10/2024 to the Topic “ESF Reform NSW Local Council Information Site”

              “FYI the VG data file (when supplied) will represent all Property ID’s (PIDS) for your council as at the first week of October 2024.

              Accordingly, any supps received prior to early October that remain unprocessed will not have matching PIDS in your council data. Conversely, if your supps are bang up to date you should have no issues.

              Importantly, you only need to process a land classification return for the PID’s supplied in the VG data file – you do not need to add any additional supps to the data file.

              Revenue NSW has advised that the Manual will be available this week and will be making every effort to get you the VG data file as soon as possible.

              You will need the VG data file before you can start matching PID’s and you will need the Manual before you can then start classifying properties”.

                Hi

                Started looking at how to reply to application for Non Rateability. Reading “Property NSW Tenant Handbook” does mention Residential Tenancy Agreement or Lease Agreement, Paying rent and Bond for “official Residences” subject to 3% deduction in lieu of quarters and rental determination based on market value.

                    I have some notes from Authority 6.11. We just recently updated from 6.11 to 7.1 but I had the Reval updated in 6.11 before the upgrade to 7.1.
                    Should be the same procedure/process. I will email these to you.
                    Always a good idea to run it in a Test environment before doing it in Live.

                      I have just been made aware of an issue that may concern some council’s when importing their revaluation file.
                      “We have some instances where files failed to extract fully due to a network time out. If that is the case with your council we will arrange to undertake another extract and resupply”.
                      This note is form Property NSW.

                        Council has requested submissions on the provision of water from the dedicated standpipes at no charge to primary producers within the Bathurst Local Government Area. Submissions closed Monday 23 July 2018. Visit yoursay.bathurst.nsw.gov.au
                        Council also resolved at its meeting on the 6 June 2018 to temporarily reduce the price of water sold from its standpipes in accordance with its Management Plan. This will now cost $2.50 per kL or $12.50 per 5,000 litres from 7 June 2018 until further notice. The rate will be reviewed as conditions vary.

                          Bathurst Regional Council offers full payment, quarterly payment, or a fixed amount monthly, fortnightly or weekly. Payment is only made from a cheque or savings account only.

                            Bathurst Regional Council offers an additional $129 to full pensioners – $40 on the water availability funded from water, $40 on the Sewer access Charge funded from sewer and $49 on the Food & Green waste bin funded form waste.

                              Hi Lee,
                              While the land may still be entitled to postponed rates, if the valuation of land for which the determination was made is not in use for rating purposes the postponed rates would become payable. That is my interpretation of Sec 590.

                                Bathurst Regional Council posts out a Combined Rate Notice with water consumption. I will on forward a copy of the notice to you by email. I am not able to locate flyers to ratepayers re change over. A missed instalment notice is posted out including water consumption charges and further debt recovery actions are actioned after this date.

                                  597 Entitlement to postponement ceases
                                  “A person ceases to be entitled to a postponement of rates under this Division if the whole of a parcel of land used or occupied solely as a site for a single dwelling-house, or as rural land, ceases to be so used or occupied.”
