I have land that is owned by council but is leased to The Board of Fire Commissioners of NSW for $1 pa. Can I assume it should be non rateable?

John has been on the phone with the OLG this afternoon and they are quite ok with amalgamated councils starting at 100, which is the number that we are going to start with.
