I haven’t had that issue exactly but a few years back when serviced apartments became residential, many of those buildings already had waste contracts in place. So to handle the issue of the City not supplying the normal full waste service but still offering partial services like the white goods pickups, we introduced a new lower charge.
I don’t think you should provide a partial service for the $30 availability charge because the kerbside clean-ups are not really are they. The costs will be inbuilt into the existing charges. Unless and until a new charge is introduced, I would suggest they need to pay the minimum waste charge (after the availability charge) to obtain any part of the service.

I agree with Susan on this. We do our best to locate ratepayers.
For those of you with high volumes of returns like the City, I find it quick and easy to scan the barcode on the returned notices and bulk upload a Returned Notice code to the assessments. That done, we can quickly identify things like 603’s issued, properties sold, accounts paid, or addresses updated between the data extract and the notice return date to reduce the amount of follow-up required.

Public place is defined in Dictionary of the Act as “public land” that is not land that has been sold or leased or lawfully contracted to be sold or leased.
Public land is defined in Dictionary of the Act as “any land (including a public reserve) vested in or under the control of the council”… some exceptions follow.

Karen, you need to ring your bank / gateway provider and get a minimum payment put on TODAY. Minimum payment amounts are very common and generally accepted practice.
Penrith has no policy on malicious use of payment gateways. We do surcharge credit card payments.

Penrith Council has also seen terrific results. The database of mobile numbers is growing every day but already we have reduced reminder notices by 10%. Customers really like the added service as well. Just be ready for the phone calls when you hit SEND!
