We have been having the same discussion her in the Snowy Monaro Region. Owners with multiple properties classified as farmland are going to be impacted heavily with FESL.
Owners have made inquiries pertaining to vacant land and why is there no reduction of the FESL however other classifications do. Good point!
We provide the relevant details and instruct them to contact NSW Treasury. To date owners are understanding that this is not being introduced by council, however after 1 July, I donβt believe this attitude will continue.

We request the change of address in writing, either by fax, email or standard mail.
The argument is that anyone can pose as a property owner and request the change. If in writing then we have this as evidence.In relation to interest. To date we have yet to provide a report to the GM/Council.

Being in a small country town we don’t have this issue. However, I am of the same opinion as you. The Dept of Housing and other boards, are legally liable for the water account and should pay accordingly as they are the legal owner of the land. Should the tenant wish to enter into and arrangement, this is a private matter between the two. I would be following your recovery procedures and treat Housing as you would any other ratepayer. Does the Dept want to have the interest waived too? Somehow I gather they would.
