Tweed have an $11.00 direct debit dishonour fee listed in the fees and charges.
We usually give the ratepayer 1 free dishonour but charge after by raising the fee against the rate account. If they dishonour 3 times in a row, we stop the D/D.

Tweed have a $25.00 admin fee listed in our fees and charges that we could use for rate refunds and the 603 cert refund is $46.00. Most 603 certs are issued immediately so the fee is not really relevant but in the fees and charges if needed.
We do not usually charge the $25.00 admin fee for rate refunds but it is there if a ratepayer is using Council as a bank and requesting refunds.

Tweed has recently automated the 603 process. The majority of 603 Certs issue automatically within 5 or 10 mins by email back to the applicant. We do have a small number of certs that are parked during the day for various reasons, these parked certificates need to be checked and processed by a staff member. All appears to work well and saves a lot of time manually processing certificates. A lot of work upfront to get the process correct but well worth it. Tweed have 2 or 3 conservation agreement properties with a pension rebate, we apply the rebate the same as MWRC above.

I have been wondering about an audit process as well. We only have approx 20 at Tweed but they are time consuming each June/July so I would hate to have your 99 assessments.I have been thinking about running a title search on the old files but I am not aware of any other audit or review process so if you find something, please let me know.
