Wollongong have decided not to do anything with the April mail out as we already have another council flyer going with the notification letters in this run.
At this stage there is consideration being made into how/what council will put in with July notice but there will be something with Council’s perspective on the levy.

We prorata from the data of registration I have had numerous discussion with both the rates team and finance manager and we have decided not to change our policy.
So our rates will be from date of registration and ESPL from the next quarter.

I have just spoken to Tracy Walsh this morning and she has already advised Treasury so they are aware the data files will not have any 585s, as under legislation we need to apply for them.
So in answering your question you submit your data as is with 2016 values.

Ken, we only offer APDM and BPay view and they both were implemented at the same time two years ago. Bpayview is way ahead of APDM. I think its because BPay are constantly refreshing their advertising campaign where APDM isn’t.
But interesting that utility companies are moving away from APDM.

As per the ESPL operating manual page 7-8 the levy is charged as if the land value of the land were the non-attributable value of the land. Which when reading the draft legislation is covered in s18(3).I would assume that the software companies would be able to write something into the system you are on, to do the adjustment automatically.

We have set up a project team that consists of 3 rates, 2 from systems and a project accountant. We are costing out all time spend on land classifications project to the upfront payment we have received.Hi Mary,
We had one property owned by Mission Australia which was exempt from Rates, but unfortunately I cant see under what section of the act this was determined as it was before my time here at Wollongong.
The property has since been sold and is now rateable, sorry I cant be of anymore help.Regards
TraceyHas anyone considered the impact of the operational plan being adopted on 1 August 2016. One would assume that the rates would not be levied until this is adopted by Council/Administrator and that rate notices would not be able to be received prior to 31 July therefore meaning that the Councils can not claim the 1st instalment on 31 August it would be on part of the 2nd instalment 30/11??

You are completely right, the properties mentioned above will be compulsory acquired for those purposes and Council wears the expense of the acquisition as well as the rates outstanding but then they would be turned to exempt properties.
But the question raised yesterday was if Council was to compulsory acquire some of slithers for example a triangle across someone’s drive way could we on sell it to the adjoining owner. To be advised by our legal division that no we can’t, we would be better off purchasing them at auction if passed in and then selling them to the adjoining owners.Thanks Robert and John. I thought that was the case I knew with the Council Voluntary rebate we could allocate to DWM fully but wasn’t sure on the Mandatory.

We do offer direct debits for both Rates and Sundry Debtors on all frequencies like North Sydney. We do not accept credit cards due to PCI concerns. We are on Pathway and the file loads are handled in-house.
We are currently reviewing the contract for agency payments for IVR and Web and have requested a direct debit process where Council does not have to be involved and that the financial institutions handles all the data. I can keep you update on the progress if you wish

Like everyone else we have a urgency fee not sure how it was calculated and it is currently $15.50, but it doesn’t get used as turnaround time is usually 24-48 hours anyway
