Same as Matthew, we don’t grant the exemption until the building is occupied. We also use the date of the occupation certificate as the date the exemption starts.
We haven’t been challenged on this either and most applicants are ok once explained to them.

Blacktown does offer an additional $200 for pensioners that have owned property for more than 5 years in the Blacktown LGA. This is funded from ordinary rates.
We also offer a pension waste management rate for a 140l size bin, funded from waste.

We also offer pension rate for stormwater which is half the standard rate i.e $25 for residential, pensioner would be charged $12.50, funded from stormwater management.
